City Hall’s ‘incredibly hard’ budget is done. Here are the winners and losers

Following months of tough negotiations at City Hall, the San Francisco Board of Supervisors on Tuesday approved Mayor Daniel Lurie’s <a href="https://sfstandard.com/2025/05/30/san-francisco-budget-daniel-lurie-deficit-proposal/">$15.9 billion budget</a>, which required major belt-tightening to close a historic $782 million deficit.&nbsp;



The financial plan reflects <a href="https://sfstandard.com/2025/05/30/san-francisco-budget-screwed-lurie/">some of the most significant cuts</a> to San Francisco’s budget in nearly two decades, when the Great Recession decimated City Hall’s coffers. Lurie, a political neophyte who rose to power on promises to curb irresponsible spending, slashed nonprofit contracts, department budgets, and some city jobs.&nbsp;



The Board of Supervisors, which added several politically moderate members after last year’s election, navigated tricky waters in an effort to avoid the most painful cuts. Unions and community groups fought back against the austerity measures — to limited success.



Several of the board’s progressive members joined forces with moderates in a 10-1 vote to approve the budget. Lurie has until Aug. 1 to sign it.

Supervisor Connie Chan, who received accolades from the board and Lurie’s office for steering the negotiations as budget chair, said during the vote that the spending plan is not “something we all can fully celebrate.”&nbsp;



“But we must acknowledge how we have come together despite our differences to meet this moment,” Chan said.



Supervisor Jackie Fielder, a freshman lawmaker who has emerged as the board’s progressive leader, cast the sole “no” vote against the budget, saying it&nbsp;included cuts to programs that&nbsp;serve the city’s most vulnerable.



&#8220;For all these reasons, I cannot in good conscience vote in support of this budget,&#8221; Fielder said. &#8220;And I will be voting no — with disappointment, with frustration, but also with clarity about the kind of city we are fighting to become. We owe our residents more than austerity. We owe them dignity.&#8221;



Here’s a look at the winners and losers.&nbsp;



<h2 class="wp-block-heading" id="h-winner-with-caveats-mayor-daniel-lurie">Winner (with caveats): Mayor Daniel Lurie</h2>



Lurie entered the mayor’s office as budget <a href="https://sfstandard.com/2025/01/23/daniel-lurie-san-francisco-mayor-budget-cuts/">cutter-in-chief</a>. He didn’t get everything he wanted in the final budget deal, but the reduced spending is undoubtedly a small win for the mayor.



Lurie’s trims mean less funding for the network of <a href="https://sfstandard.com/2025/06/05/daniel-lurie-budget-cuts-san-francisco-nonprofit-grants/">nonprofits</a> that provide a variety of services to San Franciscans. In a hard-fought battle, the mayor successfully <a href="https://link.sfstandard.com/view/65c28f2e664d5a5d7e0849a8o1rqy.2h1/aba0897b">diverted some money</a> from a 2018 voter-approved proposition intended for homeless services to instead fund his goal of building shelter beds. Lurie was able to <a href="https://sfstandard.com/2025/06/26/san-francisco-mayor-daniel-lurie-layoffs-negotiation-budget/">get some of his requested layoffs into the budget amid pushback</a> from certain supervisors and unions.

The mayor continues to face difficult budget years ahead. This year’s blueprint addresses only a portion of San Francisco’s long-standing structural deficit.&nbsp;



“So, this budget year was incredibly hard,” Lurie’s planning chief, Sarah Dennis Phillips, said in a hearing last week. “Future budget years, probably for the next two years, will continue to be hard.”&nbsp;



San Francisco’s budget could worsen if President Donald Trump <a href="https://sfstandard.com/2025/04/10/san-francisco-lurie-budget-trump-2-billion/">follows through on promises to cut billions of dollars in federal funding</a> to sanctuary cities.&nbsp;



<h2 class="wp-block-heading" id="h-winner-law-enforcement">Winner: Law enforcement </h2>



The biggest winner of this budget season? <a href="https://sfstandard.com/2025/05/27/san-francisco-budget-cuts-district-attorney-public-defender/">The cops</a>.&nbsp;



Lurie followed through on his campaign promise to prioritize public safety by bumping the budgets of several agencies. The San Francisco Police Department received a roughly 3% funding boost to $849 million. The San Francisco Sheriff’s Department, which provides security for the city’s courts and runs jails, received a 7% bump to $345 million. The district attorney’s office got a 3% boost to $96 million.



Those increases prompted Fielder to rip into the mayor at Tuesday’s hearing over his decision to keep law enforcement funding intact while cutting community services.&nbsp;



&#8220;While programs serving immigrants, families, BIPOC and LGBTQ communities were gutted, law enforcement walked away with more money,&#8221; Fielder said.

<h2 class="wp-block-heading" id="h-losers-some-commissions-and-departments">Losers: Some commissions and departments</h2>



Other departments did not fare as well as those related to public safety.



Notably, the <a href="https://sfstandard.com/2025/05/30/sf-status-of-women-human-rights-commission-budget/">scandal-ridden Human Rights Commission</a> saw its budget hollowed out by more than a third, to $27.9 million. The Department of Police Accountability saw a drop of 5% to $9 million.



Among others that lost significant chunks of their budgets: San Francisco Homelessness and Supportive Housing, the Office of Economic and Workforce Development, and the Ethics Commission.&nbsp;



<h2 class="wp-block-heading" id="h-partial-losers-unions-and-nonprofits">Partial losers: Unions and nonprofits</h2>



One of the fiercest fights to erupt during the budget negotiations was <a href="https://sfstandard.com/2025/05/28/san-francisco-mayor-daniel-lurie-budget-layoffs/">over Lurie’s proposed layoffs</a>. The mayor’s initial budget proposal cut roughly 100 filled positions and more than 1,000 unfilled roles from the city’s payroll —&nbsp;<a href="https://sfstandard.com/2025/06/26/san-francisco-budget-government-population-daniel-lurie/">a sliver of the total workforce of 34,800</a>.



The unions came out in force over the last several weeks to defend their workers. Late last month, the board restored funding for 57 filled positions, meaning 40 workers will get pink slips. Roughly 1,300 unfilled positions will be axed.



Nonprofits <a href="https://sfstandard.com/2025/06/05/daniel-lurie-budget-cuts-san-francisco-nonprofit-grants/">didn’t fare well</a> in the budget, which reduced city contracts by around $180 million. The cuts will affect numerous departments, including Homelessness and Supportive Housing, Economic and Workforce Development, and the Department on the Status of Women, all responsible for doling out grants to a vast network of local nonprofits.

SF Sheriff watchdog quits, inspector general may be next

San Francisco’s troubled Sheriff’s Department watchdog can’t get a break. It just lost a board member and may soon lose its most important employee.



The Sheriff’s Department Oversight Board was established by ballot initiative in 2020 after a series of scandals involving allegations of inmate abuse and evidence mishandling. Four years later, infighting among its members and limited funding have prevented it from completely meeting its voter-approved mandate of investigating misconduct committed by sheriff’s deputies.



“It&#8217;s been a frustrating experience for me, but I just didn&#8217;t feel it was a worthwhile use of my time and energies,” said Jayson Wechter, who was appointed to the body by the Board of Supervisors in 2022. “I&#8217;m disturbed by the fact that it looks like the Office of the Inspector General might not become operational for at least two more years.”



Wechter quit the board Thursday over half a dozen issues detailed in a five-page resignation letter. A law enforcement oversight expert who helped create the board and the predecessor of the Department of Police Accountability, he said his sole goal was seeing the board succeed.



The resignation is the latest setback in San Francisco’s bid to build an agency dedicated to accountability, transparency, and ensuring good government.



Some of Wechter’s complaints were over fellow board members sniping at him during meetings (he was often the lone dissenter when voting), quarterly reports containing inaccuracies, and the board’s reluctance to adopt the principles of the National Association for Civilian Oversight of Law Enforcement, where Wechter serves on the board of directors.



He also leveled criticisms at the board’s inspector general, Terry Wiley.&nbsp;



Wechter wrote that Wiley performed interviews of inmates in front of deputies — which was against best practices, since the inmates may have pending complaints against the deputies — and that Wiley did not prepare written reports after interviewing inmates.



Wiley, <a href="https://sfstandard.com/2023/12/14/san-francisco-sheriff-watchdog-head-terry-wiley/">a well-regarded former prosecutor</a> who won an <a href="https://ballotpedia.org/Terry_Wiley">uncontested</a> Alameda County judgeship in March, said he could not comment on Wechter’s allegations. He did not say whether he would resign to assume elected office in January. There’s also a chance he may be tapped to fill recalled DA Pamela Price’s seat.



Ken Lomba, head of the sheriff’s deputy union, said Wechter was always fair and reasonable, but there’s a “power struggle and people wanting to position themselves, unfortunately.”



Julie Soo, the board’s president, said the agency’s work speaks for itself and had a critique of Wechter’s time as the board’s president.



“What could have happened under his leadership was that we actually hired some administrative people in the office,” Soo said. “We lost funding because we didn&#8217;t fill positions. And I personally wish that, as a board member, I would have pushed harder to do that, but he was president at the time.”



(The mayor&#8217;s office said &#8220;the DPA has been leveraging its resources and expertise to conduct investigations in the Sheriff’s Department. The Mayor&#8217;s budget continues funding this work through DPA.&#8221;)



The agency has no investigators of its own. The only staff is a secretary and Wiley.



Tracy Gallardo, a legislative aide to Supervisor Shamann Walton, who led the charge to create the board, said the office will start looking for Wechter’s replacement.



“These are volunteers trying to put this together in their spare time, not always agreeing on how to do it and probably not even really knowing how to do it,” Gallardo said. “This is an example of a commission that probably just needs a little bit more resources to get it together.”

Brace yourself, San Francisco: November’s ballot will be massive

In a city known for enthusiastic voter participation, San Franciscans are in for a, uh, treat this November.



The Department of Elections for the city and county of San Francisco confirmed that the ballot for the general election may be the longest in recent history, spanning six cards. This is partly the result of Proposition H, a 2022 measure that consolidated local odd-year races with even-year elections.&nbsp;



Voters will decide on a wide range of races, including president, congressional and state Legislature seats, regional BART board and local offices such as mayor, district attorney, school board and college board. On top of that, the ballot will feature 10 state propositions and a whopping 15 local measures.



“The number of cards will be the most if we get to six,” John Arntz, director of the Department of Elections, told The Standard. He said the department hasn’t finalized the design of the ballot.



“Fortunately, we didn&#8217;t have 30 local measures,” Arntz said. “We would have gone to eight or nine cards if we had.”

On Monday morning, the department conducted a random drawing to assign letter designations to the 15 local measures. Here are their newly assigned names:



<ul class="wp-block-list">
<li>Prop. A: A $790 million bond for the San Francisco Unified School District for building and facility improvements. </li>



<li>Prop. B: <a href="https://develop.sfstandard.com/2024/04/29/san-francisco-ballot-measure-infrastructure-breed-peskin/">A $390 million infrastructure bond</a> proposed by Mayor London Breed and Board of Supervisors President Aaron Peskin. </li>



<li>Prop. C: A charter amendment to create a nonelected inspector general position within the controller&#8217;s office to investigate corruption. </li>



<li>Prop. D: A <a href="https://develop.sfstandard.com/2023/12/05/san-francisco-could-vote-on-drastic-reforms-to-city-hall-next-year/">reform proposal</a> backed by TogetherSF Action to cut the number of city commissions. There are currently more than 100 commissions and advisory boards; the measure would eliminate those deemed redundant and cap the total at 65. </li>



<li>Prop. E: Peskin&#8217;s competing ballot measure on city commissions, which TogetherSF describes as a “poison pill” to kill its plan. Peskin’s version has no mandate of cutting commissions and would establish a task force and gather feedback first. </li>



<li>Prop. F: A police officers retirement benefit plan, the Deferred Retirement Option Program (DROP), intends to encourage law enforcement members of retirement age to continue to work and earn additional compensation. The officers would be required to do neighborhood patrol and investigative work. </li>



<li>Prop. G: This charter amendment would use the city&#8217;s general fund to subsidize housing for extremely low-income residents. </li>



<li>Prop. H: A plan to lower the retirement age for firefighters from 58 to 55. </li>



<li>Prop. I: A measure to expand benefits for the city’s full-time registered nurses and 911 operators to address the first responders shortage. </li>



<li>Prop. J: A charter amendment that intends to increase accountability for youth funding, requiring departments and SFUSD to establish an evaluation process. </li>



<li>Prop. K: A proposal to turn Upper Great Highway into an oceanside park and <a href="https://develop.sfstandard.com/2024/07/19/san-francisco-great-highway-closure-ballot-measure-cars/">ban car traffic</a> on the road at all times. </li>



<li>Prop. L: Backed by public transit advocates, the proposal would <a href="https://develop.sfstandard.com/2024/04/23/ride-hail-tax-to-fund-muni/">tax ride-hailing companies like Waymo, Uber and Lyft in order to fund public transportation</a>. </li>



<li>Prop. M: A plan to overhaul San Francisco&#8217;s business taxes, backed by top City Hall officials and business groups. </li>



<li>Prop. N: This measure would establish a &#8220;First Responder Student Loan Forgiveness Fund&#8221; to pay for student loans incurred by law enforcement members while employed by the city. </li>



<li>Prop. O: This measure <a href="https://develop.sfstandard.com/2024/07/11/san-francisco-abortion-archdiocese-trump-project-2025/">intends to shore up abortion protections in the city.</a></li>
</ul>



A few other ideas didn&#8217;t make it to the ballot after they were killed in board meetings or failed to gather enough signatures.



For example, Supervisor Shamann Walton wanted to make the Department of Police Accountability&#8217;s director position an elected office but did not receive enough support from colleagues. Peskin quietly submitted a charter amendment to overhaul the city’s redistricting process, but it was never scheduled for discussion. Former Mayor Frank Jordan and retired Judge Quentin Kopp&#8217;s plan to <a href="https://develop.sfstandard.com/2024/01/10/san-francisco-elections-board-of-supervisors-ballot-measure/">change how the Board of Supervisors</a> is elected failed to collect enough signatures.



The election is Nov. 5; early voting starts Oct. 7.

San Francisco police watchdog budget cuts will hinder investigations, union says

More than half of San Francisco police shootings investigated by the city’s cop watchdog agency could be hampered under proposed cuts that will further undermine an already weakened web of police oversight.



That’s according to a Feb. 28 letter the union that represents the city&#8217;s police oversight agency sent to their bosses at the Department of Police Accountability and the Police Commission.



The department, an independent agency that reports to the Police Commission, plans to make cuts for on-call pay equaling $101,000, which investigators say will mostly impact after-hours pay, which is when most of the historical police shootings occur.



&#8220;If we are removed from the response to after-hour [officer-involved shooting] incidents, the DPA will be severely challenged to fulfill its mandate,” said the letter signed by Leroy Wilson, president of the Transport Workers Union, Local 200, which represents the department&#8217;s investigators.&nbsp;



Investigators with the agency respond to police shooting incidents alongside police and the District Attorney’s Office to find witnesses and surveillance footage. They also walk the crime scene and observe department-led officer interviews after the shooting.

For instance, the Aug. 28, 2023, police shooting of <a href="https://www.cbsnews.com/sanfrancisco/news/san-francisco-police-present-video-officer-involved-shooting-tenderloin/">Richard Everett</a> in the Tenderloin happened at 11 p.m. In another recent shooting, <a href="https://develop.sfstandard.com/2023/06/22/san-francisco-police-shooting-mental-iillness-domestic-violence/">Marc Child</a> was shot on 31st Avenue at around 3 a.m. in the Richmond District.&nbsp;



Since 2016, The agency has been tasked by voters to investigate police shootings that injure or kill someone. According to the union, the number of police shootings has been cut in half since the agency was given that mandate.



Paul Henderson, who heads the agency, said that any cuts will impact its operations. But up until now, it has attempted to isolate the belt-tightening by not filling empty positions.&nbsp;



“We try to prioritize our most serious cases, which are the [officer-involved shootings], but there&#8217;s no way for cuts not to impact our work,” he said.

So far, the agency has proposed an overall cut of more than $1 million as the city government faces massive budget tightening. The agency’s 10% proposed cuts, or $730,000, come on top of another proposed midyear cut of 5% as a contingency in case further cuts were required.&nbsp;



Police Commissioner Kevin Benedicto said that he supports a completely funded police oversight agency so that it can fully investigate police wrongdoing.&nbsp;



“When we talk about ensuring public safety in San Francisco, we have to look at the whole system,” he said.&nbsp;



Since DA Brooke Jenkins took office, the unit inside the DA’s Office that investigates and charges police for any criminal misconduct, the Independent Investigations Bureau, <a href="https://develop.sfstandard.com/2023/07/03/san-francisco-da-no-charge-kenneth-cha-in-sean-moore-shooting/">has dismissed every police shooting case</a> that former DA Chesa Boudin filed. In addition, <a href="https://develop.sfstandard.com/2023/03/07/new-details-raise-questions-about-why-da-dropped-case-against-sf-cop/">former DA staffers say</a>, Jenkins has worked to <a href="https://www.sfchronicle.com/sf/article/jenkins-police-investigate-17782463.php">declaw the unit</a> that investigates such cases.

In recent months, the city&#8217;s police oversight body has been in a fight with the DA over how and when the agencies share information in their overlapping investigations of police shootings.&nbsp;



The DA has claimed her office has been cautious about sharing information, claiming they want to keep the integrity of their own investigations intact.&nbsp;



But the oversight agency contends no matter the rationale, the result is that their investigations have been obstructed.



&#8220;In addition to the DPA’s proposed cut, there have been other efforts to roll back oversight. The District Attorney’s Office has prevented the SFPD from providing the DPA basic documentation for [officer-involved shooting] investigations,” the letter from the union said. &#8220;The only timely information available now is what we can gather during the initial response.”

Are San Francisco police officers misreporting the races of people they stop?

A San Francisco police officer is facing discipline after an investigation found that he repeatedly misreported the race of people he stopped, The Standard has learned. Police data shows he may not be the only officer inaccurately recording people’s races.



The officer allegedly misidentified the races of people he stopped in nearly half of the 50 encounters reviewed by the Department of Police Accountability, which investigates citizen complaints against officers. The investigation was spawned by a complaint alleging that the officer stopped and cited a person because of his race.



Like officers across California, San Francisco police officers are required to report to the state the perceived races of all people they stop, including drivers and pedestrians who are detained or searched. This mandatory data collection was put into place to address the long history of racial profiling by police in California.



The Department of Police Accountability found in early May that the officer under investigation mostly misidentified people of one particular racial group when he entered their demographic information into a state database, according to a summary of the investigation released by the agency. In some cases, the officer recorded the correct race of a person in police reports despite getting the race wrong in the database.

The investigation summary by the Department of Police Accountability did not name the officer or specify which race he regularly misidentified. However, it appears from San Francisco Police Department records reviewed by The Standard that the officer may be Christopher Kosta.



A June 2022 report by the Department of Police Accountability summarizing the complaints received by the agency includes a case number for the investigation. A public summary of the agency’s records requests to SFPD, in turn, repeatedly describes requests for information related to that case number as seeking data on stops by Kosta.



Kosta, 27, graduated from the police academy in 2019, department records show. He was transferred from Southern Station to an administrative position at the Crime Information Services Unit, otherwise known as the records room, by Police Chief Bill Scott on June 30, a police spokesperson said. Such transfers <a href="https://develop.sfstandard.com/2022/12/12/cop-used-drugs-had-car-sex-with-a-teenager-then-sf-spent-1-2m-to-keep-him-on-desk-duty/">can be a sign that an officer is in trouble</a>.



Kosta did not respond to requests for comment by phone and email, and SFPD declined to answer questions regarding a pending disciplinary matter.



These revelations come as <a href="https://www.nytimes.com/2023/09/04/nyregion/connecticut-false-tickets.html" target="_blank" rel="noreferrer noopener">a law enforcement scandal unfolds in Connecticut</a>, where an audit found that more than 100 Connecticut state troopers may have inflated the percentage of white drivers they pulled over while logging “ghost stops” that never happened. The U.S. Department of Justice is investigating.

Similarly, multiple law enforcement agencies in Louisiana systemically labeled Hispanic people they stopped as white, making it impossible to identify possible racial profiling, <a href="https://www.propublica.org/article/if-everybodys-white-there-cant-be-any-racial-bias-the-disappearance-of-hispanic-drivers-from-traffic-records">according to a ProPublica report</a>.&nbsp;



Law enforcement in Los Angeles has also faced scrutiny over inaccurate stop data. There, an audit found that <a href="https://assets-us-01.kc-usercontent.com/0234f496-d2b7-00b6-17a4-b43e949b70a2/ee467145-85c7-450c-a739-93e1f1d79f78/The%20Sheriff%E2%80%99s%20Department%E2%80%99s%20Underreporting%20of%20Civilian%20Stop%20Data%20to%20the%20California%20Attorney%20General.pdf">sheriff’s deputies appeared to undercount more than 33,000 Hispanic people</a> they stopped in a one-year period when entering data into the statewide system. Separately, when auditors reviewed video of 190 random Los Angeles Police Department stops, they found that officers entered inaccurate data in <a href="https://www.oig.lacity.org/_files/ugd/b2dd23_d3e88738022547acb55f3ad9dd7a1dcb.pdf">nearly 40% of incidents</a>.



In San Francisco, only one officer is accused of altering race data. However, an analysis by The Standard identified four other officers whose race reporting appears to stretch the limits of reality. One sergeant, for example, reported that all but six of the 1,139 people he stopped were white.



The allegations against the SFPD officer and analysis by The Standard raise questions about the accuracy of the stop data the department reports to state regulators. As is, that data shows that San Francisco police were five times more likely to stop Black people due to traffic violations than white people in recent years. That’s a similar rate to Los Angeles, though some of the Bay Area’s wealthiest enclaves <a href="https://www.sfchronicle.com/politics/article/data-reveals-racial-disparities-police-stops-bay-17763091.php">have even worse disparities</a>.



Those long-running racial disparities led the San Francisco Police Commission to <a href="https://develop.sfstandard.com/2023/01/11/sf-police-watchdogs-set-to-decide-ban-on-cops-pulling-over-drivers-for-low-level-traffic-offenses/">ban officers from making certain low-level stops</a> as a means of preventing what’s known as a “pretextual stop,” or when an officer pulls over a driver on a hunch that the person committed a crime. The policy is still being discussed in labor negotiations and has not gone into effect.

Brian Cox, an attorney focused on police oversight at the Public Defender’s Office, said his office is calling for an audit of SFPD stop data by the Department of Police Accountability in response to the investigation.&nbsp;



“The open question is, how far and how wide is this practice in SFPD?” Cox said. “It’s fair to question whether that officer is in a league with others and if this is a common practice. If it is, it undermines all the work that the department has put in under the <a href="https://www.sanfranciscopolice.org/your-sfpd/police-reform">Collaborative Reform Initiative</a>.”



Sgt. Kathryn Winters, a San Francisco police spokesperson, could not come up with a reason why officers would want to falsify race data. She said officers who do so intentionally could face consequences including discipline, termination and even <a href="https://post.ca.gov/sb-2">decertification under a new state law</a>.

San Francisco ‘Hill Bomb’ arrests: Heavy-handed or a welcome show of force?

The <a href="https://develop.sfstandard.com/2023/07/09/sf-police-arrest-81-teens-32-adults-in-dolores-park-hill-bomb/">mass arrests of more than 110 people</a>—most of them teenagers—at an unsanctioned skateboarding event Saturday in San Francisco has unified opposing political factions in criticizing the use of department resources and prompted an investigation.



For some, the arrests—the largest single sweep by San Francisco police in recent memory—have led to questions about whether the presence of officers in riot gear escalated a situation that could have resolved with less turmoil. Conversely, others have wondered why San Francisco hasn’t shown the same aggressive zeal in tackling the city’s real crises, such as open-air drug markets and rampant property crime.



While police brass and City Hall officials have for years bemoaned police staffing shortages, the department threw a considerable amount of time, money and manpower into shutting down Saturday’s “Hill Bomb,” an annual tradition that sends skateboarders screaming down a street next to Dolores Park.



Past events have resulted in vandalism, serious injuries and even a fatal collision, but nothing back then came close to the show of police force seen Saturday.



Scores of young people were detained and taken to the police department’s Mission Station after fireworks and other projectiles were launched at officers and vandalism halted public transit operations in the area. The show of force and mass arrests seem to reflect an emerging trend of tougher law enforcement in San Francisco.

<h2 class="wp-block-heading" id="h-it-just-went-downhill">‘It Just Went Downhill’</h2>



In an interview Monday, Police Chief Bill Scott said the goal of the Hill Bomb operation was to prevent skateboarders from taking control of Dolores Street to ensure public safety—not to make mass arrests. He described the annual skateboarding event as a growing issue that has “terrified” neighbors in recent years.



When police initially barricaded Dolores Street, Scott said, officers were not wearing helmets, shields or other riot gear. He said his officers were patient with the crowd and gave them time to blow off steam. But the situation spun out of control when a sergeant was spat upon and punched with a “sharp object” by two teenagers shortly after 7 p.m.



“It just went downhill from there,” Scott said.



As officers moved in to arrest the two teens who attacked the sergeant, the crowd responded by throwing lit fireworks and smoke bombs at police, according to the department. The situation then turned “riotous,” Scott said, with gunshots going off in the area and people jumping on and vandalizing passing Muni trains.



Police ultimately arrested 81 juveniles and 32 adults on suspicion of inciting a riot and other charges. The minors were cited and released, though many were <a href="https://missionlocal.org/2023/07/breaking-sfpd-shuts-down-dolores-park-hill-bomb-arrests-teenagers/">reportedly held until the wee hours of Sunday morning</a>.



“In San Francisco, we welcome public events that are conducted safely. This event was not that,” Mayor London Breed’s Office said in a statement. “People assaulted police officers, set fires, and vandalized property, including Muni vehicles.”



The statement added, “No one at this event was arrested for skateboarding.”



The officers’ response was not improvised; Scott confirmed that the department command staff planned a response ahead of time, although top City Hall officials—including the mayor—were not informed of that plan, Scott and the Mayor&#8217;s Office said.



The operation required a mix of officers from different assignments, including some investigators and officers with the tactical unit, on overtime and regular-duty pay, Scott said. A police spokesperson declined to say exactly how many officers were involved.

“This was a situation, because of what has happened in the past, that we deployed very heavily,” Scott said.



Emergency dispatchers&nbsp;also set up a dedicated channel for the area ahead of time, according to the Department of Emergency Management.



The arrests spurred at least one complaint to the Department of Police Accountability. Paul Henderson, the director of the police watchdog agency, declined to provide details on the complaint but he said the police watchdog agency has launched an investigation and it will likely be more labor intensive than usual.



Police Commissioner Kevin Benedicto said he was troubled by the broad use of police resources for the Hill Bomb event, as well as the possibility that police escalated the situation by donning riot gear.



“We can’t have a situation where people are spitting at officers or swinging at officers,” Benedicto said. “But when you are putting 50 officers in proximity to them, it’s increasing the chances that something like that is going to happen.”



Scott said his officers only put on riot gear to protect themselves.



“We have to look at the behavior of the people that were breaking the law and not just at what the officers were wearing,” Scott said. “If this thing had been peaceful, officers would have never put on the helmets.”
