The San Francisco Women’s Political Committee in September <u><a href="https://www.documentcloud.org/documents/26175257-sfwpc-letter-d4-supervisor/" rel="noopener noreferrer" target="_blank">sent a letter<span class="sr-only"> (opens in new tab)</span></a></u> to Lurie urging him to appoint a female supervisor, citing past supervisors Ma, Chu (now city administrator), and Tang (now head of the Office of Small Business) as examples of successful leadership.</p><p class="paragraph-block article-body undefined text-left">“With the rich history of successful District 4 women supervisors,” the letter read, “we firmly believe that a woman is essential not only for representation, but for restoring stability, accountability, and community trust.”</p><p class="paragraph-block article-body undefined text-left">Garcia said the group isn’t backing a specific candidate but wants the mayor’s office to elevate women’s voices in the appointment process</p><p class="paragraph-block article-body undefined text-left">Lurie’s office has been interviewing potential D4 candidates in recent weeks but has not set a time frame for an announcement. At a recent town hall in the Sunset, the mayor confirmed that several people have expressed interest in the role and that the process is moving quickly.</p><p class="paragraph-block article-body undefined text-left">Among the contenders is small business owner Albert Chow, who was a key figure in the campaign to recall Engardio. Chow said women are great leaders, but he’s ready to break the gender curse against male D4 supervisors. He compared his background to that of women who’ve held the role.</p><p class="paragraph-block article-body undefined text-left">“I feel like I’m more like Katy and Carmen — they didn’t expect the role and got appointed,” Chow said. “I want to bring a small-business and true-resident approach. I don’t think there’s anyone quite like me in the mix.”</p></div></div>

<p>A city oversight body has removed the director of the Department on the Status of Women after a wave of questionable spending at the agency surfaced over the past month. </p>



<p>Kimberly Ellis —&nbsp;once a rising star in the state Democratic Party who was appointed by former Mayor London Breed in 2020 to lead the department —&nbsp;was ordered to leave her post after a unanimous vote Wednesday evening by the seven-member San Francisco Commission on the Status of Women.</p>



<p>Ellis was suspended in March pending a city investigation into her department&#8217;s spending on events and on contracts provided to close associates.</p>



<p>In 2023, <a href="https://sfstandard.com/2025/03/27/san-francisco-kimberly-ellis-tahoe-department-status-women/">an $85,000 contract</a> for a behavioral coaching company was approved to Ellis&#8217; &#8220;dear friend.&#8221;</p>



<p>The following year, the agency <a href="https://sfstandard.com/2025/03/28/san-francisco-kimberly-ellis-shift-happens-womens-summit/">spent more than $600,000</a> on a one-day conference, with money going toward massages, hotels, and a fashion show.</p>

<p>Documents from the conference show that Sophia Andary, president of the department&#8217;s oversight commission, received a $1,000 speaker&#8217;s stipend. The Standard <a href="https://sfstandard.com/2025/04/01/san-francisco-department-women-kimberly-ellis-nonprofit-payment/">also discovered a $30,000 overpayment</a> to the organization that received a no-bid contract to put on the conference.</p>



<p>There is also scrutiny over Ellis&#8217; failure to disclose nearly $20,000 in payments she received in 2023 through a personal consulting firm from Power PAC, a progressive political action committee. Power PAC&#8217;s nonprofit affiliate received $120,000 in contracts from Ellis&#8217; department in 2022.</p>



<p>In April, <a href="https://sfstandard.com/2025/04/02/san-francisco-kimberly-ellis-department-on-the-status-of-women-lawsuit/">Ellis sued the city</a>, claiming she was silenced for reporting sexual misconduct at a city-run foster care program. City officials have called her assertions untrue.</p>



<p>The Department on the Status of Women was created in 1994 to advocate for the positive treatment of women and girls in the city. Last year, the department&#8217;s budget totaled $11.7 million, with the vast majority of the funds going toward outside grants.</p>



<p>Ellis and her attorney did not immediately respond to a request for comment about Wednesday&#8217;s commission meeting. </p>



<p>“I have the highest expectations for city employees, and the City Attorney&#8217;s investigation found that Director Ellis committed a range of misconduct, unlawful activities, and mismanagement of the Department on the Status of Women,&#8221; Mayor Daniel Lurie said in a statement. &#8220;I want to thank the commission for acting on my request to remove her from her position and for supporting the important work of the department while ensuring San Franciscans know their government is working for them every day.&#8221;</p>



<p>Human resources official Linda Yeung is currently serving as the department&#8217;s chief.</p>


SF official pushed $30K mystery payment to friendly political nonprofit


<p>San Francisco’s Department on the Status of Women appears to have violated local laws by approving a $30,000 overpayment to a political nonprofit with close ties to a city official who is currently suspended, an investigation by The Standard has found.&nbsp;</p>



<p>A review of contracts and invoices for last spring’s Shift Happens women’s policy summit — an eight-hour event that cost almost $620,000 and <a href="https://sfstandard.com/2025/03/28/san-francisco-kimberly-ellis-shift-happens-womens-summit/">featured massages and a fashion show</a> — found that Ignite National received $100,000 to put on the event. The payment was 43% more than what was allowed in the contract. </p>



<p>A source with knowledge of the situation said Kimberly Ellis, the department head who was <a href="https://sfstandard.com/2025/03/20/kimberly-ellis-san-francisco-status-of-women-leave/">placed on paid leave</a> almost two weeks ago, overruled an employee who raised concerns during a budgeting reconciliation process and forced through the excess payment. </p>



<p>Ellis, who did not respond to requests for comment, had done business with Ignite before. The nonprofit paid her consulting company, Southern Belle Strategies, $10,000 or more shortly before she took a job with the city in 2020, according to city records.</p>

<p>Since her suspension, a slew of reports have uncovered a pattern of curious spending by Ellis’ department. The list of eyebrow-raising expenses include an $85,000 contract for a “dear friend” who took part in a <a href="https://sfstandard.com/2025/03/27/san-francisco-kimberly-ellis-tahoe-department-status-women/">fancy staff retreat near Tahoe</a>, a similarly expensive glamour photo shoot for staff and oversight commissioners, and the one-day Shift Happens conference, which included extravagant purchases on food, flowers, a DJ, plane tickets, and staff hotel stays in the face of the city&#8217;s looming billion-dollar budget crisis.</p>



<p>Last week, The Standard obtained a trove of documents that the department previously claimed did not exist. Contracts and invoices for the 2024 Shift Happens conference show that Ignite was originally slated to be paid $50,000 for administrative costs, equaling 10% of an event budgeted at $500,000. The payment for Ignite’s “in-direct costs” increased to $70,000 when Ellis and the city attorney’s office signed off on an amended grant agreement on April 12, 2024, which raised the total cost of the conference to $700,000.</p>



<p>However, records suggest the nonprofit actually received $675,000 from the city to cover all costs related to the event. A detailed invoice shows the nonprofit reported spending just over $519,891 but failed to return the appropriate amount of excess funds.</p>



<p>When it came time to reimburse the city, another invoice from Ignite dated June 25, 2024, shows that the nonprofit only sent back $55,108.92, leaving it with exactly $100,000 in remaining funds. The nonprofit filed records with the California attorney general’s office showing that it received a grant from the city and county of San Francisco totaling $619,891.08, which is exactly $100,000 over the cost of the Shift Happens conference. The reimbursement Ignite gave back to the city would raise that total to exactly $675,000.</p>



<p>Amanda Conlee, chief operating officer for Ignite, did not respond to The Standard’s requests for comment Monday. A spokesperson for the nonprofit’s CEO, Sara Guillermo, sent a text message saying Ignite “did receive a grant and followed all guidelines.” The message added that the nonprofit would have no further comment.</p>



<p>Ellis would not have been able to award the no-bid contract for Shift Happens to Ignite without getting approval from the Commission on the Status of Women, which oversees the department and is chaired by Sophia Andary. In a possible conflict of interest, the commission signed off on the contract for Shift Happens, and Andary was then paid a $1,000 speaker fee.</p>



<p>She declined to answer questions when reached by phone Monday evening, referring all inquiries to the city attorney’s office.</p>
