Time to build: Supervisors approve Lurie’s upzoning plan for 36,000 new homes

The legislation, which needs a second board vote before heading to Lurie’s desk for a signature, aims to add roughly 36,000 units by 2031 to meet a state mandate for local governments to build more housing, amid what regulators in Sacramento estimate to be a shortage of <u><a href="https://storymaps.arcgis.com/stories/94729ab1648d43b1811c1698a748c136" rel="noopener noreferrer" target="_blank">2.5 million homes.<span class="sr-only"> (opens in new tab)</span></a></u></p><p class="paragraph-block article-body undefined text-left">Lurie has for months warned critics that the state could <u><a href="https://missionlocal.org/2025/10/sf-lurie-sunset-rezone-town-hall/" rel="noopener noreferrer" target="_blank">take control<span class="sr-only"> (opens in new tab)</span></a></u> of local housing decisions if supervisors did not approve his plan.</p></div><div class="!p-0 !m-0"></div><div class="floats"><p class="paragraph-block article-body undefined text-left">“With this plan, we will add affordable housing, support small businesses, and protect the character of the neighborhoods that make San Francisco so special,” Lurie said in a statement after the vote.</p><p class="paragraph-block article-body undefined text-left">Supervisor Myrna Melgar — a former planning commissioner and chair of the board’s Land Use and Transportation Committee — called the vote a historic moment for the city’s efforts to mitigate the affordability crisis.</p><p class="paragraph-block article-body undefined text-left">“We can move ahead with other important strategies to jumpstart more affordable housing, to incentivize the project that we want to see, and to ensure that tenants and small businesses are provided the strongest protection,” said Melgar, who helped negotiate amendments and shepherded the proposal through the legislative process.</p><p class="paragraph-block article-body undefined text-left">Newly sworn-in Supervisor Alan Wong, who represents the Sunset District, also voted in favor of the plan.</p><p class="paragraph-block article-body undefined text-left">Getting board approval for such a plan would have been much harder a year ago, when progressives maintained a majority vote on the 11-member panel. San Francisco has for years resisted aggressive efforts to build housing, especially on the north and west sides, where Lurie’s plan will have the biggest effect. </p></div><div class="!p-0 !m-0"></div><div class="floats"><p class="paragraph-block article-body undefined text-left">The Family Zoning Plan drew staunch opposition from NIMBY-aligned groups across the city, which argued that more development would destroy their neighborhoods, and from tenant activists worried about how upzoning might displace residents. </p><p class="paragraph-block article-body undefined text-left">Progressive Supervisors Connie Chan, Shamann Walton, Jackie Fielder, and Chyanne Chen tried to <u><a data-post-id="7d7194d1-9716-429a-9fae-79b932916a03" href="https://sfstandard.com/2025/10/20/lurie-family-zoning-housing-supervisors/">water down the legislation</a></u> with amendments to address those concerns. class="floats"><p class="paragraph-block article-body undefined text-left">“I am disappointed that we are not choosing the path to figure out a way to either negotiate or, frankly, to fight some of these mandates,” Chan said.</p><p class="paragraph-block article-body undefined text-left">Pro-housing and YIMBY activists celebrated the win as a long-overdue step to building housing in San Francisco, which has an estimated 82,000-unit shortage.</p><p class="paragraph-block article-body undefined text-left">Graeme Joeck, director of advocacy at Abundant San Francisco, said the Family Zoning Plan reflects a city that welcomes families, builds for the future, and supports neighborhoods where everyone can afford to stay and put down roots.</p><p class="paragraph-block article-body undefined text-left">Abundant San Francisco was part of a coalition of volunteers that fanned out across the city to rally support for the plan. Over the past three months, volunteers held house parties and community events, peppered neighborhoods with flyers, sent emails, and attended hearings to vocalize their support. </p><p class="paragraph-block article-body undefined text-left">“This is exactly what residents have been asking for, and we thank everyone who worked to get this legislation through,” Joeck said.</p></div><h2 class="heading-block article-body text-left">Taller buildings</h2><div class="floats"><p class="paragraph-block article-body undefined text-left">The plan targets the western and northern parts of San Francisco for upzoning, meaning areas where development has for decades been more limited could soon see a construction boom.</p><p class="paragraph-block article-body undefined text-left">The plan calls for buildings up to 10 stories in most west-side commercial corridors, or up to 20 stories along some Geary Boulevard intersections. Sites at the Geary–Masonic crossing could reach 40 stories.</p></div><div class="floats"><p class="paragraph-block article-body undefined text-left">Van Ness Avenue, a major transit corridor, could experience the most dramatic changes, with towers up to 60 stories. Developers could build even higher because of state or local rules that allow for more housing units if a certain portion is reserved for low-income residents.</p><p class="paragraph-block article-body undefined text-left">Most residential neighborhoods would keep their four-story height limits, but a demolished single-family home could be redeveloped into multi-unit apartments.</p><p class="paragraph-block article-body undefined text-left">Even so, <u><a data-post-id="94a3edbb-e222-473e-8087-e7162392f7f5" href="https://sfstandard.com/2025/10/29/family-zoning-report-housing-construction/">an October city economist report</a></u> said the rezoning plan would produce half the amount of new housing in twice the time required by state authorities. </p></div><h2 class="heading-block article-body text-left">Supervisors soften the plan </h2><div class="floats"><p class="paragraph-block article-body undefined text-left">Though the plan easily passed the board, supervisors have for weeks negotiated amendments. While tweaks put forth by progressives largely failed, moderates were more successful in blunting the plan’s impact. </p><p class="paragraph-block article-body undefined text-left">Among the changes that made it into the final legislation:</p></div><ul class="list-block ListBlock_List__NF3JL article-body"><li>Melgar amended the plan to protect rent-controlled buildings with three or more units from redevelopment into larger housing projects. </li><li>Supervisor Danny Sauter, who represents downtown neighborhoods, made an amendment to incentivize housing developments that include space for commercial use.</li><li>Board President Rafael Mandelman, who represents the Castro, exempted historic buildings from demolition.</li><li>Supervisor Stephen Sherrill <u><a href="https://sfstandard.com/2025/11/17/one-lawmaker-shielding-wealthy-neighborhoods-mayor-s-housing-plan/">carved out</a></u> the Marina Boulevard Safeway, Ghirardelli Square and its adjacent block, and a seniors home and dialysis center on Geary Boulevard from development, while increasing allowable building heights on Van Ness.</li><li>Sherrill, Sauter, and Chen included amendments that push for more multi-bedroom units.</li><li>Chan restored a previously cut mandate for the city to hold hearings before approving the demolition of residential flats.</li></ul><div class="floats"><p class="paragraph-block article-body undefined text-left">Chan and Chen unsuccessfully pushed for amendments that would have exempted coastal areas, all residential neighborhoods, and low-income communities from the plan. Planning officials said those changes were noncompliant because they would significantly reduce the number of projected housing units under the plan without providing viable alternatives.</p><p class="paragraph-block article-body undefined text-left">Chen is pushing through the board a separate tenant-protection ordinance, which will likely pass as a majority of supervisors have signed on as sponsors.</p><p class="paragraph-block article-body undefined text-left">But the fight may not be over. Critics of the Family Zoning Plan are considering a <u><a href="https://www.sfchronicle.com/sf/article/lurie-housing-plan-21025719.php" rel="noopener noreferrer" target="_blank">ballot measure<span class="sr-only"> (opens in new tab)</span></a></u> next year to effectively roll back the legislation.</p><p class="paragraph-block article-body undefined text-left">“The mayor has failed to provide a commitment to funding any meaningful expansion in affordable housing,” said Yolanda Porrata, a business owner and a board member of Small Business Forward, an outspoken group opposing the plan. “The mayor’s plan will displace small business workers for new housing they cannot afford.”</p></div></div>

Such a request also opens the door for vendors that aren’t approved by the city, such as OpenGov, to showcase their services. When a department is ready to make a purchase, it begins an official bidding process known as a “request for proposal.” </p><p class="paragraph-block article-body undefined text-left">But the “request for information” process allowed the Mayor’s Office of Innovation to bypass a more rigorous and objective evaluation process and <a data-post-id="6bc57da4-49ac-47c1-a28a-e2e352d5f52a" href="https://sfstandard.com/opinion/2025/08/25/daniel-lurie-permitsf-opengov/">finalize the contract </a><u><a data-post-id="6bc57da4-49ac-47c1-a28a-e2e352d5f52a" href="https://sfstandard.com/opinion/2025/08/25/daniel-lurie-permitsf-opengov/">in August</a></u>. </p><p class="paragraph-block article-body undefined text-left">Mayor spokesperson Charles Lutvak said in a statement, “The city’s permitting process is slow, complicated, and opaque, and it’s holding back our recovery—with OpenGov, we’re going to continue our work to make it faster, simpler, and more transparent so we can bring our city back stronger than ever.”</p><p class="paragraph-block article-body undefined text-left">The overhaul of the permitting system, which has long been criticized as overly cumbersome, is part of Lurie’s goal to streamline the city's bureaucracy. The mayor wants to make it easier for businesses to operate in the city, including streamlining permitting for events or expansions, which he sees as a way to help downtown’s post-pandemic economic recovery.</p><p class="paragraph-block article-body undefined text-left">Under the current system, those seeking permits must apply through multiple city agencies, which use 20 types of software to manage the process. </p><p class="paragraph-block article-body undefined text-left">The mayor’s office faces a February deadline to implement the OpenGov software, which promises a single landing page for permit approvals. </p><p class="paragraph-block article-body undefined text-left">An Oct. 31 weekly status report obtained by The Standard showed the project’s status in red, meaning there were “issues present with major impact to scope, schedule [and] resources.” On Nov. 14, the status, issued by Angelica Au, OpenGov’s director of professional services, was changed to yellow, indicating a “potential risk to project delivery.”</p></div></div>

The day after: Inside the mayor’s revamped process for selecting a new supervisor

As he sometimes does when fixated on a problem, Lurie donned his glasses and rested his hand on his chin.</p></div><div class="floats"><p class="paragraph-block article-body undefined text-left">The need for an overhaul of the vetting process was obvious. Headline after headline revealed the neophyte supervisor’s unsavory back story. Alcaraz ultimately lasted less than 200 hours in her role. Her rodent-infested pet store held a nightmarish collection of <u><a data-post-id="14a603bb-ef07-4f5e-b4d5-2b1d433a90a9" href="https://sfstandard.com/2025/11/10/san-francisco-alcaraz-daniel-lurie-sunset-supervisor-animal-connection-pet-store/">animal carcasses</a></u>; she allegedly scammed friends out of dinner money; and <u><a href="https://missionlocal.org/2025/11/alcaraz-text-message-under-the-table-taxes-animal-connection/" rel="noopener noreferrer" target="_blank">she admitted in text messages to paying employees under the table<span class="sr-only"> (opens in new tab)</span></a></u>. </p><p class="paragraph-block article-body undefined text-left">Her appointment was a rare public misstep by Lurie, so glaring it prompted an <u><a data-post-id="e578c647-0ca5-4758-8eb7-1eee3fffab9b" href="https://sfstandard.com/2025/11/14/sf-sunset-supervisor-isabella-alcarez-resignation/">equally rare public apology</a></u>. It informed the urgency of the meeting.</p><p class="paragraph-block article-body undefined text-left">Here’s the plan conceived by the inner circle, as pieced together by sources on background who have knowledge of the meeting.</p></div><div class="!p-0 !m-0"></div><div class="floats"><p class="paragraph-block article-body undefined text-left">Perhaps the most transformative difference in the mayor’s vetting process is a simple piece of paper. </p><p class="paragraph-block article-body undefined text-left">Before, when the mayor’s office looked into supervisor appointees, it kept with the standard practice of past administrations: conducting interviews, examining public records about the appointee, and asking around about the person’s reputation.</p><p class="paragraph-block article-body undefined text-left">Now, the team will also give candidates a written questionnaire that will dive into their professional history, public persona, owned businesses, and more — in hopes of uncovering any skeletons in closets. </p><p class="paragraph-block article-body undefined text-left">Another change? Who’s in charge.</p><p class="paragraph-block article-body undefined text-left">Previously, Zou, the communications and public affairs director, had oversight over the selection process, which utilized a paid firm to research candidates. But Zou learned of some key facts about Alcaraz too late for it to make a difference. </p><p class="paragraph-block article-body undefined text-left">Text messages from <u><a href="https://www.sfchronicle.com/sf/article/julia-baran-beya-alcaraz-21182881.php" rel="noopener noreferrer" target="_blank">Julia Baran<span class="sr-only"> (opens in new tab)</span></a></u>, who bought The Animal Connection from Alcaraz, show Zou learning of the horrid conditions of the pet store in the days following the appointment — after Baran disclosed the messages to The Standard. The texts with Zou were first obtained by Mission Local. </p><p class="paragraph-block article-body undefined text-left">“Thank you for sending the videos and confirming I’ve received them. I’m making sure the appropriate people from our office are aware,” Zou texted to Baran. That was the first time the office had seen those videos, sources confirmed. Baran called them out for “appointing someone like this without doing any proper due diligence.”</p><p class="paragraph-block article-body undefined text-left">Now, Adam Thongsavat, the mayor’s liaison to the Board of Supervisors, will be in charge of overseeing the vetting process. Thongsavat deals with the board daily, giving him an insider’s view into the qualifications needed for an appointee. </p><p class="paragraph-block article-body undefined text-left">Lastly, while the mayor’s office previously took community organizing as a bonus, it will now be a requirement. If community leaders aren’t willing to go to bat for a candidate, the person won’t pass muster. </p><p class="paragraph-block article-body undefined text-left">Jason Elliot, an advisor to Gov. Gavin Newsom who served in his mayoral administration, told The Standard this level of scrutiny is unheard of at City Hall.</p><p class="paragraph-block article-body undefined text-left">“This is a more in-depth written screening than anything I’ve seen for mayoral appointments, supervisors, commissions, jobs,” he said. “I understand why they’re going to this length. They obviously missed something in the process in choosing Ms. Alcaraz, and I’m certain they want to hold themselves to a higher level now.”</p><p class="paragraph-block article-body undefined text-left">When Lurie and his team finished debating the finer points of the plan Friday night, he dismissed the majority of his crew and thanked them.</p><p class="paragraph-block article-body undefined text-left">“Let’s get back to work,” he said.</p></div></div>

How one lawmaker is shielding wealthy neighborhoods from mayor’s housing plan

You can block condo towers, too. </p><p class="paragraph-block article-body undefined text-left">So it goes for Supervisor Stephen Sherrill, a moderate ally of Mayor Daniel Lurie. Sherrill recently submitted amendments to the mayor’s Family Zoning Plan that would exempt portions of his tony district from sky-high towers. In doing so, the supervisor won over community leaders who endorsed his reelection in 2026.</p><p class="paragraph-block article-body undefined text-left">A hot-button issue in housing-starved San Francisco, Lurie’s rezoning proposal aims to fulfill a state mandate to add tens of thousands of units over several years. The growth will be achieved largely by building more in the city’s western and northern neighborhoods, which are typically averse to development.</p></div><div class="!p-0 !m-0"></div><div class="floats"><p class="paragraph-block article-body undefined text-left">Sherrill, who represents wealthy north side districts such as the Marina, Pacific Heights, and Jordan Park, filed a request to exempt three prime lots from tall towers: the site of the Marina Boulevard Safeway; Ghirardelli Square and an adjacent block; and the site of a seniors home and dialysis center on Geary Boulevard.</p><p class="paragraph-block article-body undefined text-left">Under Lurie’s proposal, the latter site was zoned for a 14-story residential tower at Geary and Wood Street. The group argued that a high-rise there would “create a one-off development out of place with both the surrounding neighborhood and the abutting public park spaces.” </p><p class="paragraph-block article-body undefined text-left">Sherrill said he didn’t need a letter to tell him that the neighborhood’s “only significant grocery store” shouldn’t be redeveloped for housing.</p><p class="paragraph-block article-body undefined text-left">Proponents of the mayor’s upzoning plan were sanguine about Sherrill’s move to selectively block housing in his district. “It is politics at the end of the day, whether we want it to be or not,” said Jane Natoli, organizing director of San Francisco YIMBY, a pro-housing group.</p><p class="paragraph-block article-body undefined text-left">Other supervisors are also jockeying for carveouts to Lurie’s plan. Board President Rafael Mandleman has requested that historic landmarks be excluded from the proposal, Connie Chan wants to shield small-business corridors and the coast from development, and Chyanne Chen is seeking protections for low-income areas and communities of color. </p><p class="paragraph-block article-body undefined text-left">The board’s three-member Land Use and Transportation Committee is set to vote on the amendments Monday, before the plan goes to the full board for approval. The plan is due to the state by January.</p><p class="paragraph-block article-body undefined text-left">Planning Department staff said greenlighting all the supervisors’ carve-outs would almost certainly put San Francisco’s plan out of compliance with the state. </p><p class="paragraph-block article-body undefined text-left">Supervisor Myrna Melgar, who chairs the Land Use and Transportation Committee, noted in a Nov. 4 meeting that the board should negotiate with the mayor’s office on amendments. That means if Sherrill wants to exempt Safeway, Ghirardelli, and the Geary site, he’ll have to offer up somewhere else in his district where the city can build towers.</p><p class="paragraph-block article-body undefined text-left">“I did my darndest to make sure that my colleagues understood that they have work to do,” Melgar said. </p><p class="paragraph-block article-body undefined text-left">Quintin Mecke, executive director of the Council of Community Housing Organizations, said some of the amendments — like Chen’s, to exempt low-income communities from upzoning — are consistent with San Francisco’s stated goals against gentrification. But when supervisors let wealthy northern neighborhoods off the hook, it puts low-income tenants, especially people of color who live in the eastern half of the city, at heightened risk of displacement.</p><p class="paragraph-block article-body undefined text-left">“This town is so frustrating,” Mecke said.</p></div></div>
